California

Don't look to California for a lot of changes in 2008. The democrat will win in the 2008 election, picking up it huge load of electoral votes, and with no Senate or Governor race, you have to look at the load of house races to see a couple of competetive races. In district 4, John Doolittle is retiring after a ninth term and leaves its district up in the air. Expect Republicans to retain the seat, but don't be suprised at a switch either.

District 11 also looks to be competitive as fresh congressman Jeff McNerney to fight hard to keep his seat.
